[vc_row][vc_column][vc_column_text]De stad Oruro (Bolivia) is al een mijnbouwstad sinds haar ontstaan in 1606. Dat laat zijn sporen na. Aan het begin van de 21ste eeuw zijn de recentste sporen afkomstig van de Amerikaanse multinational Newmont Mining die er tot 2009 aandeelhouder was van 2 open pit mijnen. In \u00e9\u00e9n van die mijnen, de Kori Kollo mijn, op 45km van de stad Oruro, werd goud ontgonnen tussen 1982 en 2003. Als respons op de jarenlange druk van de lokale plattelandsgemeenschappen, werd in 2009 een milieu-audit aangevat. Een primeur in Bolivia! Het gaat om de eerste audit op een mijn in sluitingsfase en dus een cruciaal precedent voor alle mijnen die in de toekomst gesloten zouden worden. Ook in het kader van het huidige proces om de mijnbouwwetgeving te herschrijven kan deze audit een belangrijke rol spelen.<\/p>\n

Na heel wat vertragingen en tussentijdse kritische doorlichtingen door de lokale partners van CATAPA (CEPA en CORIDUP), werd begin september van dit jaar het onderzoek naar de graad, de oorzaken en ecologische (water, bodem, flora en fauna), medische, socio-economische en culturele gevolgen van vervuiling in de regio rond de mijn eindelijk afgerond. De hoop te worden beloond voor het lange wachten bleek ijdel. De vragen die zich al die jaren hebben opgestapeld blijven onbeantwoord; de resultaten van het eindrapport roepen zelfs nog meer vragen op.<\/p>\n

Het eindrapport werd onder de loep genomen door CEPA en CORIDUP en hun internationale partners, waaronder Catapa, alsook door de lokale stads- en plattelandsbevolking en ingenieurs van de universiteit van Oruro. Al snel bleek dat de kwaliteit van het rapport ondermaats was, de analyse oppervlakkig en de conclusies teleurstellend, want grotendeels onbruikbaar. “Een zwakke thesis” zoals een ingenieur van de universiteit van Oruro het verwoordde; “onaanvaardbaar” zoals de meeste plattelandsbewoners het stellen. Om te vermijden dat alle ettelijke dollars die dit onderzoek heeft gekost tot niets hebben gediend en de getroffen gemeenschappen in de kou zouden blijven staan, gaat CORIDUP over tot het mobiliseren van haar mensen. In eerste plaats eisen ze een antwoord van de regering, die tot nu toe de lippen opvallend stijf op elkaar houdt. Daarnaast is het -eindelijk- tijd geworden dat de gemeenschappen in de regio van Kori Kollo -overigens een internationaal beschermd gebied voor watervogels- hun recht op compensatie kunnen laten gelden. Door de exploitatie van de mijn (waar o.a. uiterst giftige cyanide aan te pas komt) zagen zij hun uitzichten op “vooruitgang” allesbehalve zagen stijgen. Integendeel, ze kregen vooral extra zorgen door de vergiftiging van hun vee en de vervuiling van de omgeving en van het water in het bijzonder.<\/p>\n

Samen met CEPA, CORIDUP en hun lokale, nationale en internationale partners schraagt CATAPA zich achter de getroffen bevolking en ondersteunt hun eis op een offici\u00eble verklaring vanuit de betrokken ministeries en president Morales en op een uitgewerkt en duurzaam regionaal programma dat effectief bijdraagt tot het remedi\u00ebren \u00a0van de ecologische en socio-economische impact van jarenlange grootschalige mijnbouw en het aanreiken van alternatieven voor een duurzame toekomst.<\/p>\n

On September 7th, 2012, the Auditing Company, PCA Auditing Engineers, presented the \u2018report\u2019 of the environmental audit\u2019s third phase, carried out on the Mining Company, Inti Raymi, and its Kori Kollo mining operation, belonging to the transnational company, Newmont.<\/p>\n

It is without doubt, the first experience of an Environmental Audit of a mining project whose open pit mining operation was carried out for approximately 25 years, principally exploiting gold and other minerals which are inherent, in a gold mining deposit. The technology used in this mining operation was that with a base of cyanide leaching, a highly toxic (poisonous) chemical component. We are speaking of one of the biggest mining operations that Oruro has had in the\u00a0 last 50 years and whose investment, if we can consider it an investment, would have been approximately $350 million.<\/p>\n

However, the communities affected by the mining united through CORIDUP, saying that they would like to leave aside, for the moment, the supposed benefits that were granted for work sources to a determined contingent that was not precisely for workers from Oruro. We also would like to set aside the issue of royalties for Oruro. We do not know how many benefits were received from this mining operation for Oruro and the country. (Who knows how much gold they took from Oruro?) It does not exist in our knowledge an institution and\/or a grassroot organization who knows with certainty how many benefits the above mentioned Oruro mining project received. The certain thing is that when the mining company arrived our communities there were POOR; now that it has gone, the communities remain there, and remain poor. We live in a determined state, which has instances and responsible authorities who should have explained and clarified to Oruro these issues and those of other mining operations.<\/p>\n

Nevertheless, that which does interest us is that for these past 20-25 years our lands do not produce as before (the salinity consumes us) and our waters are no longer fresh or apt for animal, or worse, human consumption. So the fight, which we undertook 10 years ago, to have an Environmental Audit is aimed to clarify and know that which has happened with the nature that surrounds us, that which has happened with our lands, or the hab\u00edtat, which involves the integral life of all the basin of the Uru-Uru and Poop\u00f3 Lakes.<\/p>\n

Here we have to say if the issue does or does not have importance for Oruro. One fact that is not in discussion is that of the affected communities. It is a question of life or death \u2013 of life or migration.<\/p>\n

As we said in the beginning, the report was sent September 7th, 2012. That is to say, it is sufficient time for our parlimentarians to say \u201cThis is my mouth\u201d (Spanish phrase, meaning \u201cI should use my voice\u201d.) That is, to confront the Environmental Audit problems with total responsibility by making it technically comprehensible and also making the affected communities and the entirety of Oruro understand that if that which was carried out by the auditing company was or was not an Environmental Audit. It should be clearly established that the principal duty of a parlimentarian is to oversee and investigate.<\/p>\n

Since the date of the report, CORIDUP has been supporting that the Environmental Audit was not the audit for which we had hoped. NOBODY IS TELLING US WHAT HAS HAPPENED WITH THE USE OF THOUSANDS AND THOUSANDS OF TONS OF CYANIDE in the Kori Kollo mining operation in the many years of its mining exploitation. Except for some, the involved municipalities are quiet despite the fact that Law 2028 establishes their responsibilities and despite the fact that they had the above mentioned report in their power the following day of its presentation.<\/p>\n

On one hand, only the Environmental Commission of the Oruro State Legislative Assembly had demonstrated at least some will to clarify this issue. It was not done sufficiently, but at least they understood that the problem should be debated by all Oruro sectors. Where will the silence lead us?<\/p>\n

Certainly the issue is eminently technical. So we turned to the Technical University of Oruro (UTO), who also received the above mentioned report with the hope that they could guide the institutionality of Oruro on these issues so excruciating and urgent.<\/p>\n

Our Palimentarian has had in his power the \u201cEnvironmental Audit Report\u201d for a lot of time now and has only kept silent. The University, a dedicated entity to science, having the best opportunity to scientifically demonstrate if there was contamination or not, has also kept silent. Many \u2018environmentalists\u2019 of Oruro, who know that on September 7th the \u2018report\u2019 was sent, have also kept silent. And like this, in Oruro, it seems that silence is like complicity.<\/p>\n
